Proven Reoffending Rate
The share of offenders in England and Wales who commit a further offence within a fixed follow-up year, leading to a conviction or caution. Because it counts only proven reoffending, it understates the true rate, and because the window is fixed it lags. A rising rate means the system is doing less to stop people reoffending; a falling one, more.
