The estimated number of crimes experienced by people in England and Wales, measured by the CSEW, the Crime Survey for England and Wales, which asks the public about offences they have suffered rather than counting police reports. It is the better guide to long-run trends in common crime. A rise means more victims; a fall, fewer.
